Strategies to Improve Asian Countries’ Administrative Laws and Systems for Public Participation - The 6th Asian Legislative Experts Symposium (ALES) held by the Ministry of Government Legislation in Seoul
* ALES (Asian Legislative Experts Symposium): international symposium jointly held by the Ministry of Government Legislation and the Korea Legislation Research Institute, which aims to promote common prosperity of Asian countries by strengthening legislative exchange and cooperation
□ Approximately 200 Asian legislative experts from about 30 countries discussed the measures to modify the administrative procedure laws and systems in order to promote public participation and communication with the public.
□ Ministry of Government Legislation (Minister Kim Oe-sook) and the Korea Legislation Research Institute jointly held the 6th Asian Legislative Experts Symposium (ALES) at Grand Ballroom, Millennium Seoul Hilton (located in Jung-gu, Seoul) on October 31.
ㅇ Kim Oe-sook, Minister of Government Legislation, Rhee Ik-hyeon, President of the Korea Legislation Research Institute, Kim Ji-hyung, managing partner of JIPYONG LLC, Lee In-jae, Deputy Minister for Planning and Coordination of the Ministry of the Interior and Safety (on behalf of the Vice Minister of the Interior and Safety, Shim Bo-kyun), domestic experts in administrative laws and systems,
ㅇ U Tun Tun Oo, Attorney General of the Union Attorney General’s Office of Myanmar, Battumur Enkhbayar, Vice Minister of Justice and Internal Affairs of Mongolia, and working-level officials of legislative or administrative organizations of Indonesia, Mongolia, Thailand, etc. attended the 6th ALES.

ㅇ In addition, about 200 domestic and overseas participants from about 30 countries, including foreign public officials, participated in the symposium.
□ The theme of the 6th ALES was “Strategies to Modify Administrative Law and System: Promoting Public Participation and Communication with the Public,”
ㅇ and administrative innovation through public participation, which is a common interest among Asian countries, were discussed.
□ There were two sessions in the symposium:
ㅇ in session 1, we talked about the Asian countries’ efforts to improve the administrative procedure laws and systems,
ㅇ and in session 2, we developed strategies for modifying the related laws and systems, including petition and public engagement system, in order to promote public participation and communication with the public.
□ “Laws and systems are the basis of a nation for resolving various pending issues and ensuring sustainable growth,” Minister Kim Oe-sook said.
ㅇ “In order to promote public participation and communication with the public, the administrative procedure laws and systems that are the solid institutional framework should be improved.”
□ Meanwhile, since 2013, the Ministry of Government Legislation has held Asian Legislative Experts Symposium (ALES) for common prosperity of Asian countries,
ㅇ and the symposium has served as a venue for Asian countries to have an in-depth discussion on pending issues.
□ In addition, our Ministry has shared our legislative experience and know-how with Asian countries and strengthened a network of legislative cooperation with the countries.
ㅇ We have signed MOUs with 25 legislative organizations of 15 countries, including Laos, Vietnam, Cambodia, Indonesia, etc. and implemented the MLIS (Myanmar Law Information System) establishment project.
