Ministry of Government Legislation, strengthening cooperation with Uzbekistan
- Minister Kim Oe-sook, emphasizing proactive administration at the forum held by the Ministry of Justice of the Republic of Uzbekistan
- Signing a Memorandum of Understanding (MoU) with the Legislation and Parliamentary Research Institute under the Oliy Majlis of the Republic of Uzbekistan
□ The Ministry of Government Legislation (Minister Kim Oe-sook) visited Uzbekistan for four days and two nights from April 24 to 27.
 ㅇ The Ministry of Justice of the Republic of Uzbekistan invited our Minister to attend the forum held by the Ministry of Justice. Minister Kim gave a congratulatory speech at the forum on April 25 and signed a MoU with the Legislation and Parliamentary Research Institute under the Oliy Majlis of the Republic of Uzbekistan on April 26.

 ㅇ “In an era of rapid change, it is important to narrow the gap between the intent of laws and reality. And the Korean government is making efforts to narrow the gap through ‘proactive administration,’ including liberally interpreting laws,” Minister Kim Oe-sook said.
 ㅇ “An online legislative system is needed to improve efficiency of the legislative process and make it possible for the public to trace the progress of current and draft bills.”

□ Minister Kim met with Pak Viktor, a member of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, and visited the “House of Korean Culture and Arts” located in Tashkent.
 ㅇ The House of Korean Culture and Arts opened when President Moon Jae-in made a state visit to Uzbekistan. It has large concert and exhibition halls and will become a venue for cultural exchanges and a symbol of the friendship between our two countries.

□ She visited the Legislation and Parliamentary Research Institute under the Oliy Majlis of the Republic of Uzbekistan and met with Rahim Hakimov, director of the institute, in the morning of April 26. And Minister Kim and Director Rahim Hakimov signed a MoU for legislative cooperation and exchange.
 ㅇ The main cooperative activities that would be carried out within the framework of the MoU are exchange of experts and hands-on workers and exchange of information such as sharing development experience in the area of legislative information technology.
 ㅇ “I hope our two organizations would further cooperate this year for the development of various online legislative systems of Uzbekistan through working-level talks after this meeting,” Minister Kim said.
 ㅇ She introduced our Ministry’s online legislative system and expressed her intention to cooperate with Uzbekistan on the  online legislative system the country is pursuing to establish.

□ In the meeting with Ruslanbek Davletov, Minister of Justice of the Republic of Uzbekistan, in the afternoon of the same day,
 ㅇ “This year marks the 10th anniversary of signing the MoU between our two organizations. We need to come up with concrete measures for cooperation, including staff capacity building,” Minister Kim said.

□ The Ministry of Government Legislation and the Ministry of Justice signed a MoU in 2009. Our Ministry has maintained close cooperation with Uzbekistan, such as signing the MoU with the Legislation and Parliamentary Research Institute.
 ㅇ Our Ministry will make efforts to strengthen the bilateral relations between our two countries upgraded to a ‘special strategic partnership’ by improving legislative cooperation with Uzbekistan based on what was discussed in the meetings.
