The Ministry of Science and ICT (MSIT, Minister: Lee Jong-Ho) held the third meeting of ‘Communications Disaster Response Committee’ on October 17 to check the recovery status and encourage the quick restoration.


The Communications Disaster Response Committee visited the site of the fire with the Minister Lee to check service recovery status on October 16, 10:30. In the afternoon the same day, the second Committee was held, and Vice Minister Park Yun Kyu of Science and ICT investigated measures to resume the services as much as possible before Monday.


In the third meeting of Communications Disaster Response Committee, related ministries including the Ministry of the Interior and Safety (MOIS) and Korea Communications Commission (KCC), and companies that caused the issue, SK C&C, Kakao, and Naver participated to discuss recovery status and future improvements.


The SK C&C Data Center is undergoing gradual recovery since the resume of the power supply at 01:30 of October 16, and approximately 95% of the system was restored on October 17, 06:00.


At 06:00 October 17, Kakao restored four services (Kakao Pay, Kakao Games, Kakao Webtoon, and ZigZag) among 13 major services, and nine are recovering. Specifically, Kakao Talk image, video, and file sending is slow, but is possible, and Kakao Subway, Kakao T Taxi, and Kakao T Driver is restored.


Naver fully restored three major services (shopping, Series On, Papago) out of four major services as of October 17, and the portal search function is undergoing complete stabilization.


MSIT reported to the public on the recovery status using alert messages on October 17, 09:00.


In the wake of this incident, MSIT will draw up measures to secure the service stability of value-added telecommunications business. Systems will be established to evaluate the service stability. Technical and administrational measures will also be reviewed to strengthen the protection and enhance the survivability of data centers.
