Paik Kwang Industrial signs an additional investment agreement of KRW 750 bil KRW in the Saemangeum Industrial Complex
- Following the initial investment of 300 bil KRW, a total investment of 1.05 tri KRW was confirmed

Saemangeum Development and Investment Agency* (Administrator
Kim Kyung-an), Jeonbuk State, Gunsan City, and Korea Rural Community Corporation announced on October 30, that they had signed an ‘Investment Agreement (MOU) for the establishment of a semiconductor core material manufacturing facility’ with Paik Kwang Industrial Co. Ltd.

In the signing ceremony, SDIA’s Administrator (Kim Kyung-an), Jeonbuk State Economic Vice Governor (Kim Jong-hoon), Gunsan Mayor (Kang Im-jun), and Paik Kwang Industrial CEO (Jang Young-soo).
Paik Kwang Industrial is a chemical materials company that has safely produced its main products, caustic soda (NaOH) and chlorine (Cl2), for 70 years. In particular, it produces high-purity chlorine and hydrogen chloride, which are used as materials for semiconductors and displays, and supplies them to Samsung Electronics and other companies.
This investment agreement follows the investment agreement signed by Paik Kwang Industrial in December last year to establish a secondary battery electrolyte salt core raw material production plant, and will establish a second plant with an additional investment of 2.5 times the investment amount at the time (approximately 300 bil KRW).
Paik Kwang Industrial will invest a total of 1.05 tri KRW, including the first investment amount in Saemangeum, and will hire over 1,000 new workers. The construction of the second plan, to be located in Saemangeum Industrial Complex Zone 6,
will begin in the first quarter of 2025. In the new plant, etching gas and silicon precursors will be produced, as well as
key materials needed for high-performance semiconductors and displays.
SDIA Administrator Kim Gyeong-an said, “As Paik Kwang Industrial expanded its business areas to include special gases for semiconductors, Saemangeum Industrial Complex has been reborn as a core center for cutting-edge materials in name and reality, followed by the secondary battery sector.” “We will do our best to attract,” he said.
Kim Jong-hoon, Economic Vice Governor of Jeonbuk State, said, “We will do our best to attract related companies to make Saemangeum a bridgehead for the high-tech materials industry as well as core materials for secondary batteries.” He added, “This investment is expected to contribute to the development of related industries such as domestic semiconductor materials.”
Gunsan City Mayor Kang Im-jun said, “I congratulate Paik Kwang Industrial, a local Gunsan company, on its expansion into the secondary battery and semiconductor process materials sectors,” and added, “We will spare no support so that this investment can serve as a stepping stone for the company to establish itself as a global company.”
Next, Paik Kwang Industrial CEO Jang Young-soo said, “Paik Kwang Industrial will do its best to successfully prepare for the secondary battery and semiconductor core material business at its key base, Saemangeum, and contribute to the development of the secondary battery and semiconductor industries as well as to strengthening national competitiveness through the localization of raw materials and stabilization of the supply chain.”
