- MSIT, Oxford University, and Demos Release a Report on Advancing Digital Rights
The Ministry of Science and ICT (MSIT, Minister Yoo Sang-im) and the National Information Society Agency (NIA, President Hwang Jong-sung) have announced the publication of the report "Advancing Digital Rights in 2025: Trends, Challenges, and Opportunities in the UK, EU, and Global Landscape," released in February 2024. This report is the outcome of a joint research project conducted in collaboration with the University of Oxford and Demos.*
*Demos is a leading UK-based think tank, established in 1993, that provides innovative policy ideas on the societal changes brought by digital technologies and the development of public service innovation policies.
The report presents a comprehensive framework for legislation, policies, and technological advancements related to digital rights, drawing on Korea’s experience in establishing its own Digital Bill of Rights. Accompanying the report is an Open Letter, signed by multiple civil society organizations and technology policy institutes across the UK and Europe, endorsing its findings. The letter was also featured in The Guardian, a major UK daily newspaper.
Going forward, MSIT and NIA plan to contribute to the development of a UK Declaration of Digital Rights & Principles, as proposed in the report by Oxford University and Demos. By sharing policy responses from both Korea and the UK, this initiative aims to further define, safeguard, and promote digital rights in the era of artificial intelligence (AI) and digital transformation.
Furthermore, MSIT and NIA will continue to expand and develop their international research collaboration framework on digital governance* as part of their long-term commitment to global digital policy cooperation. The findings of this report will also be disseminated to OECD member countries through the Digital Society Initiative (DSI),* a joint initiative between Korea and the OECD. This effort aims to further solidify Korea’s leadership in AI and digital governance on the global stage.
* Established in 2024, the international research collaboration framework includes OECD’s Digital Society Initiative (DSI), University of Oxford and Demos (UK), University of British Columbia (UBC) and University of Toronto (Canada)
**The Digital Society Initiative is a permanent OECD-led cooperative network that facilitates international discussions on AI and digital governance policies. It serves as an online platform for member countries to regularly exchange best practices in policy-making.
Song Sang-hoon, Deputy Minister for the Office of ICT Policy at the MSIT, stated, “Korea’s ongoing efforts and achievements in shaping AI and digital governance have once again been recognized through this report. Moving forward, MSIT will continue to pursue AI-driven innovation while strengthening international cooperation to ensure a fair and inclusive digital society where the benefits of technology are shared by all.”
