- MOF establishes the 2025 Disaster Response Plan for Typhoons


The Ministry of Oceans and Fisheries (MOF; Minister Kang Do-hyung) announced that it would implement the Disaster Response Plan for Typhoons in the oceans and fisheries sector during the summer disaster prevention period (May 15 through October 15).


With the water temperature in East Asian waters recently remaining higher than the average year, a strong typhoon is anticipated to move northward to Korea, requiring thorough preparation.


* The average surface temperature in East Asian waters from May to July is expected to be 0.4°C higher than the annual average (22.2°C).


MOF plans to complete a preliminary inspection of vulnerable facilities such as ▲port and fishing port facilities, ▲construction sites, ▲breakwaters, ▲aquaculture facilities, ▲port cranes, and ▲navigation marks before the typhoon season's arrival and to improve any identified defects promptly.


Moreover, MOF will promptly disseminate weather information to ships such as coastal passenger ships and coastal fishing boats and strengthen ship safety management by controlling departures and taking refuge in safe waters when the weather worsens. In particular, it will conduct public-participatory disaster training nationwide for floods, earthquakes, and tsunamis at least ten times or more to check the ability to respond to natural disasters this summer.


When a typhoon approaches, the Plan will focus on minimizing casualties by proactively evacuating cargo ships within the port, providing real-time sea level and tide information, and controlling civilian access to breakwaters. It will also quickly collect the garbage generated by the typhoons in cooperation with the relevant organizations and pay out insurance money to insured fishing households if their marine products are damaged.


MOF operates a comprehensive situation room 24 hours a day and maintains a hotline with related organizations such as fisheries cooperatives to manage the situation in real time.


Additionally, it will distribute inflatable life jackets to coastal fishing boats and strengthen public safety in marine and fisheries areas by distributing promotional materials containing public action guidelines during heavy rain, lightning strikes, etc. and action guidelines for earthquakes, tsunamis, and typhoons in the marine and fisheries sector, as well as a collection of fishing safety case studies.
