- Gathering over 100 experts from both industry and academia across 12 countries

- Kick-starting industrial standardization discussions to foster international collaboration in quantum technology




The Ministry of Science and ICT (Minister Yoo Sang‑im, “MSIT”)—in collaboration with the Telecommunication Technology Association (TTA) and the Future Quantum Convergence Institute (QCI)—hosted the inaugural General Assembly of QuINSA (Quantum Industrial Standard Association), an industrial standardization platform for quantum technologies, from June 25 to 26 at EL Tower in Yangjae, Seoul.

QuINSA is a private-sector-led international consortium launched in 2024 to develop industrial standards for quantum technologies. Member organizations include SK Telecom, KT, LG U+, LG Electronics, LIG Nex1, IDQ, and GQT Korea, alongside global players such as IBM, Nokia, IonQ, and IQM. The association is currently operated by the Future Quantum Convergence Institute (QCI). The first General Assembly brought together over 100 participants—including representatives and experts from industry and academia—from 12 countries including the U.S., EU member states, and Japan.

Quantum technologies are increasingly recognized as next-generation strategic assets, transforming industries and enhancing national security. In response, leading nations are accelerating efforts to secure technological leadership and advance industrialization through roadmaps and strategic policies. Korea, following the enactment of the Act on the Promotion of Quantum Science, Technology, and Industry in November 2024, has been steadily building institutional support and promoting ecosystem growth.

QuINSA, aligning with global trends, is spearheading industrial standardization across quantum communication, computing, and sensing, leveraging real-world use cases and fostering industry-led international collaboration.

Day 1 Summary (June 25):
- Keynote: Celia Merzbacher, Executive Director of the Quantum Economic Development Consortium (QED‑C)
- Overview of QuINSA’s milestones and roadmap
- Presentations on international quantum standardization (ITU‑T SG13, IEC/ISO JTC3)
- Technical sessions covering quantum computing, communication, sensing, and core materials and devices led by domestic and international experts

Day 2 Summary (June 26):
- Keynotes: James Hyochan Han, CTO of Nokia, and Laurent Olislage, Policy Officer on Quantum Technologies at the European Commission
- Finalization of QuINSA’s bylaws, governance structure, and operational procedures
- Election of QuINSA leadership (Chair: LG Uplus, Vice‑Chair: Nokia, Committee Chairs for each Committee Group (CG) on computing, communication, and sensing)
- Presentation of eight pre-standardization use cases: five in communications, one in computing, and two in sensing

Highlights include:
- QEDMA (Israel): quantum computing standards and performance benchmarks
- Carrousel Digital (France): quantum digital signatures
- IoT C.T (Korea): benchmarking model for quantum key distribution
- Seven out of eight projects were officially adopted

MSIT’s Deputy Minister of the Office of Network Policy Ryu Je Myung emphasized:
“Quantum technology is emerging as a transformative force across industry, national security, and daily life. Now is the time for international quantum standardization to foster the ecosystem and ensure global interoperability. The Korean government is fully committed to supporting QuINSA’s efforts as a global model for quantum standardization.”
