Ministry of Land, Infrastructure and Transport

The Ministry of Land, Infrastructure and Transport (MOLIT; Minister KIM Yun-duk) announced that a new motorcycle license plate system featuring enhanced visibility and a unified nationwide numbering system will take effect on March 20. This initiative aims to strengthen the efficient management of motorcycles and improve road safety amid evolving riding conditions, including the growth of delivery services.

The measure is based on the Enforcement Rule of the Motor Vehicle Management Act, which mandates that all motorcycles carry a rear license plate. It replaces the existing region-based system, which has been previously criticized for poor legibility with a standardized nationwide numbering system similar to that used for passenger vehicles.

Under the new system, regional identifiers such as “Seoul” and “Gyeonggi,” previously displayed at the top of motorcycle plates, will be removed. The license plate design and specifications have also been upgraded to improve recognition by automated enforcement cameras and visibility during nighttime driving.
