The Ministry of Culture, Sports and Tourism said on Feb. 22 it will launch three working groups to lay the groundwork to establish the fundamentals of culture, systems and industry to respond to generative artificial intelligence (AI) technologies such as ChatGPT.

The groups will be established to improve the copyright system, teach Korean text to a "Korean Fluent AI," and utilize AI technologies in industrial and content creation.

The Ministry will start a working group on Feb. 24 to improve AI copyright law and discuss development methods, which will operate until September.

The working group, consisting of academic and law professionals as well as creators and people working in the AI industry, will discuss ways to utilize the work used in AI learning data, the legal status of AI output and recognition in the copyright system, in addition to any copyright infringement that occurs when using AI technology, and ways to regulate responsibility for this.

The Ministry together with the National Institute of Korean Language will launch a group on Feb. 23 to assist in the development of a "Korean Fluent K-ChatGPT" by establishing high-quality Korean dialogue.

ChatGPT, which has been developed in the English-speaking world, emerged as a global issue, raising the need for high-quality texts for an AI system's Korean learning.

The groups will identify the demand for texts needed to develop AI technology from March to August and plan to build high-quality dialogue sequences of 1 billion words reflecting the characteristics of Korean by 2027.

The Ministry will first build and distribute 25 sequences of Korean dialogue made up of 120 million words so that a “Korean ChatGPT” can be developed at a faster pace by this year.

It will test-run an assessment system that verifies whether the artificial intelligence language model understands and generates Korean dialogue well, and has Korean societal and cultural knowledge.

To utilize AI in the content industry, the Ministry has formed an "AI TF in the content field" consisting of nine academics and industry officials, including Korea Advanced Institute of Science and Technology emeritus professor Kim Jin-hyung, a pioneer in the domestic AI sector.

They will identify the impact of generative AI on the content industry and various related issues, and investigate and analyze applied cases within the industry to come up with new policies.

The group will also seek ways to cultivate talent in the relevant field.

Minister of Culture, Sports and Tourism Park Bo Gyoon said, "To accelerate the success of a K-ChatGPT, not only large companies but also start-ups should collate abundant data without worrying about copyright issues and data collection costs," adding, "We will expand the construction of everyone's dialogue, high-quality Korean language learning data, and preemptively come up with measures to improve the copyright system that can balance the development of the AI industry with fair rights guarantees for creators."
