Korea and Vietnam are now cooperating on developing online government services in the Southeast Asian nation.

The Ministry of Government Administration and Home Affairs and the Vietnamese Ministry of Information and Communications signed a memorandum of understanding (MOU) to cooperate on building online government services.

This is now the second such MOU signed, after the first one in 2009. It covers online government service capacity-building projects, including the sharing of related examples, the exchange of human resources and joint research and development. It also includes cooperation between related state agencies and policy consultation and technical assistance in building an e-government and in creating and amending related laws and institutions. It also mentions the establishment of regular meetings to facilitate the implementation of bilateral cooperation.

After the first MOU was signed in 2009, the Korean ministry built and opened the IT Cooperation Center in Vietnam starting in 2011. This helped establish the Ho Chi Minh City-Trung Luong intelligent transportation project in 2013 and a land information and management system in 2014. Moreover, the ministry founded the Vietnamese Information Access Center in 2012 and carried out a public administrative consulting project in 2014 to help build online government services in Vietnam. In addition to this, Le Thanh Chau, head of the information division at the Vietnamese Ministry of Agriculture, took part in an invitational training program arranged by the ministry in June.

With this second MOU, the two ministries intend to regularly hold meetings to facilitate communications and to set up effective plans on the matter.
