- Providing guidance on copyright registration and disputes prevention  for AI -assisted works to address key questions from AI service providers, rights holders, and users

- Global publication of two English editions following the Korean release in June

 

On November 3, the Ministry of Culture, Sports and Tourism (Minister CHAE Hwi-young, MCST) released and distributed worldwide the English editions of two publications first published in Korean in June 2025 — the Guide to Copyright Registration for Generative AI-Assisted Works (“Registration Guide”) and Guide to Preventing Copyright Disputes Related to Generative AI Outputs (“Dispute Prevention Guide”).

Amid the widespread adoption of generative AI services and resulting increase in the complexity of copyright issues and potential disputes, the ministry developed English editions of the guides to help AI service providers, rights holders, and users better understand and address common inquiries. These editions will also help promote informed global discussions on the intersection of AI and copyright.

The Registration Guide explains the eligibility of generative AI outputs to be recognized as “works” with copyright protection under the current Korean Copyright Act, outlines the principles and effects of and applicants for copyright registration, and presents illustrative case examples.

The Dispute Prevention Guide sets out the legal principles underlying copyright infringement, identifies the factors used to determine whether a generative AI output infringes existing works, and highlights cautions that each stakeholder group such as rights holders, users, and AI service providers should take to prevent copyright disputes.

Global Promotion through International Conferences and Bilateral Meetings

 

The ministry will actively promote and distribute the English editions through international organizations and global events as part of its ongoing copyright policy outreach. In particular, during the upcoming session of the Standing Committee on Copyright and Related Rights (SCCR) of the World Intellectual Property Organization (WIPO), to be held in Geneva, Switzerland, from December 1 to 5, the Korean delegation will highlight the publication of the Registration Guide and Dispute Prevention Guide in its keynote address. The ministry will also present an overview of the guides and explore potential areas for policy cooperation in bilateral meetings with major countries, including the United States and China, on the sidelines of the committee session.
