- IDigital Media Innovation Technology Development Project passes the preliminary feasibility study

The Ministry of Science and ICT (“MSIT”; Minister Yoo Sang-Im) announced that the Digital Media Innovation Technology Development Project, planned in collaboration with the Institute of Information & Communications Technology Planning & Evaluation (“IITP”; President Hong Jin-Bae), has successfully passed* the preliminary feasibility study. The results were finalized at the fifth meeting of the National Committee for R&D Evaluation held on Thursday, June 26, 2025. The total project cost is KRW 136.3 billion (approx. KRW 109.7 billion in national funds) for the period from 2026 to 2030 (5 years).

* (Aug. 2024) Registration for pre-feasibility study opens → (Nov. 2024) Selection of items for pre-feasibility study → (Jun. 26, 2025) Completion of pre-feasibility study assessment

This project is a newly established agency-specific R&D initiative, implemented in line with the updated national R&D project pre-feasibility system introduced last year. It will integrate and reorganize previously fragmented, small-scale, and short-term research projects in the broadcasting media sector into a continuous, unified program to enhance the outcomes of broadcasting media technology development.

Through this project, the MSIT aims to enhance technological competitiveness in response to changes in the broadcasting media industry, such as rapidly evolving digital media services, increasing international competition, and soaring media production costs. Specifically, the project focuses on three key areas*: A) digital media production, B) online media service platforms, and C) digital services utilizing radio-wave broadcasting. The goal is to secure key AI and digital technologies to enhance the capabilities of domestic online broadcasting platforms.

* (Production) Key technologies integrating AI and digital technologies into digital media production processes.
(Online Platforms) Key technologies for online media platforms with the utilization of broadcasting viewing data
(Infrastructure) Utilization of radio-wave-based infrastructure, key technologies for interactive data services

To this end, during the planning phase, R&D projects will be identified and developed after examining the demands of the broadcasting media industry. In the project execution phase, a consultative body will be established and operated to promote linkage between projects, with the participation of various experts such as broadcasting companies, OTT providers, media technology businesses, research institutes, and the academia, leading to optimized R&D efficiency and expedited commercialization and dissemination of research outcomes.

Director General Kang Do-seong of the Broadcasting Promotion Policy Bureau at the MSIT stated, “The ‘Digital Media Innovation Technology Development project’ is essential to expedite AI transformation in the broadcasting media industry in Korea,” and added, “This project is expected to contribute to the re-engineering of the entire value chain―including planning, production, transmission, and viewing―through the application of AI and digital technologies, and lay a foundation for a technology-driven growth engine, with the active participation of broadcasting media industry stakeholders such as domestic broadcasting, IPTV, and OTT service providers.”
