The Anti-Corruption and Civil Rights Commission (ACRC, Chairperson Ryu Chul Whan) announced plans to remedy rights and improve the system for grievance address and institutional improvement with regards to 830,000 veterans, their families and 500,000 active-duty soldiers on the 70th Memorial Day and National Veterans Month.
First of all, ACRC will hold the Intense Petition Period for Civil Grievances on Veteran, National Defense, and Military for the entire month of June. Anyone can ask for related counseling and file for complaints by calling 110.
ACRC also plans to operate a Onsite Outreach Program that visits boot camp, military hospital, and veterans hospital to listen to and solve the grievances on the site.
The Commission plans to actively mediate public conflicts arising from conflicts of interest between defense and people's lives as they can lead to damage in national security and distrust of the public if left unresolved.
ACRC mediated and resolved collective complaints about ▲ request to close emergency runways near the nuclear power plant, ▲ lifting designated military facility protection zones for cultural property restoration and tourism development, ▲ permission to use state-owned land for the construction of union housing for the people without housing, and ▲ damages regarding military shooting noise of the Marine Corps and the U.S. Forces Korea shooting drill.
This year, the commission plans to resolve issues that conflict interests between national security and stability of local residents in a fast manner, including ▲ issues related to the relocation of air defense units and transportation units, ▲ the abolition of the use of military training grounds to create a theme park for the youth, and ▲ the demand for the road expansion for tanks and self-propelled artillery based on the previous experience.
At the same time, there will be an institutional improvement for policies related to national defense and veterans. For instance, ACRC plans to cooperate with the Ministry of National Defense to improve the conditions for housing, education, transport, and facilities of entry and mid level military executives who have a key role in the military.
There will be a review on institutional improvement to strengthen stability of the housing for the people of national merit. Over the past five years, there have been 38 grievances on rental housing, and many elderly people of national merit are confirmed living alone in rental apartments. ACRC will thus plans to check the current status through meetings with related organizations and seek practical ways to improve housing conditions.
For these institutional improvements to listen to public opinion and build consensus on matters on veterans and national defense policy, the commission will utilize People’s Idea Box*.
