To prevent the spread of COVID-19, the government on Oct. 13 required everyone to wear masks when using public transportation such as buses and the subway, visiting a hospital or participating in a rally or gathering.


Under a new administrative order for preventing and managing infectious diseases, violators of this rule will face a fine. 


The fines range from KRW 100,000 to KRW 3 million. Since a month-long guidance period will be implemented first, fines will be issued from Nov. 13.

Masks are mandatory at all times regardless of social distancing level, especially for those using multifunctional facilities deemed to have a higher risk of infection such as public transportation stations, participating in a gathering or a rally, or visiting a medical, nursing or care center.


The order can be applied differently according to social distancing level, especially to facilities considered to have a higher infection risk such as bars or venues with limited attendance capacity as designated by provincial entities such as religious facilities.


Masks allowed for use include medical, surgical or anti-droplet types, all of which are approved by the Ministry of Food and Drug Safety as "quasi-drugs." Cotton or disposable masks that fully cover the mouth and nose are also permitted.

Using mesh-type or valve-attached masks or a scarf to cover the nose and mouth is not approved. Those who fail to fully their mouth and nose with a mask or improperly wear masks can face fines.

Conditions exempt from such fines include eating, medical actions or water-based activities at venues like swimming pools or public saunas. Those under age 14 or people unable to wear masks are also exempt from the order.
